What's the best way to create a web based newsletter in an Igloo community?

My org wants to create an online newsletter that contains multiple articles and features that can also include the comment feature. We are currently creating this as a 30-50 page pdf, but want to make it more dynamic and interactive. We want all of the features of the wiki with better TOC capabilities for each issue. Suggestions?
