I think could be especially useful in combination with the labels system.  If members could receive notifications whenever someone tags something with a label, then it would be easy for them to stay updated with the parts of the site that are most relevant to them.  A combination of labels would be useful as well - eg. If I worked for the forestry sector, I could subscribe to receiving a notification when someone labels something with both "forestry" and "Ontario".
