Navigation including external links

Use Case: I am trying to accomplish a permission based list of external links

I tried to work around this by using pages which can be assigned to security groups to create a navigation tree. But pages lack the option of external links, they let you only define community links. Any ideas or workarounds?

One further limitation makes the basic feature of links more urgent. Currently, HTML content doesn't seem to get indexed. That means links created in an HTML widget are not searchable!

Community Administrators will be able to create traditional web pages instead of restricting them to content management folders. Pages will be the canvases for widgets which will enable the creation of page layouts that can include both static HMTL elements and dynamic community content.
