Can my Members create labels?

No, only Adminsitrators can create labels.

Administrators creating or editing an item have access to the Label feature. The Label section is provides the administrator with the ability to create, edit and delete labels. Administrators also have the option of organizing their labels into Groupings.

Administrators can create tags which members can apply to relate and organize their information across the community. This kind of meta data describes an item and allows it to be found more easily by browsing and searching. Labels help users to find information more effectively and add relational value to content within the context of your community.
