The admin should be able to batch manage labels. While it is possible to see which items are assigned which labels through the search function, that user should be able to batch assign/edit labels of items (e.g. giving all items in a specific folder a specific label)

Administrators can create tags which members can apply to relate and organize their information across the community. This kind of meta data describes an item and allows it to be found more easily by browsing and searching. Labels help users to find information more effectively and add relational value to content within the context of your community.
