When a user uploads multiple documents, there should be the possibility to assign labels to all these documents at once. It is unlikely that any user who uploads multiple documents will access each document indicidually after uploading it to assign labels.

Administrators can create tags which members can apply to relate and organize their information across the community. This kind of meta data describes an item and allows it to be found more easily by browsing and searching. Labels help users to find information more effectively and add relational value to content within the context of your community.
